Go to: Admin Panel >> Users & Groups >> Users >> Users options >> New accounts activation : and select the No activation option.

if select User, if it means the memeber need active by email?

@seven2015 this No activation, will not require any activation, nor by email or by anyone. Once your members register they can login right away.
