Colour Management Empty Colour Management

Hey guys, I'm having a few colour issues which I need help with. Yes I have played around with the Colour panels in the administration panel but I can't seem to find the setting I'm looking for.
Colour Management Hover_10
^In this photo, when my invisible mouse hovers over this text, it turns black. I have the colour code I want.
Is there a specific hover option for this? What is it called?

^The text is also black here. What is the text called in drop down menus in the administration panel.

I pretty much want both of them to be orange. Anyone know what this colour management option is?
