I am trying to understand what you are trying to ask.

Are you trying to suggest that we change the default of Always Notify Me of Replies to be checked yes?

The reason why it is set to No as default is because most people do not want to be notified of replies. Otherwise their email box will be full. Usually the member prefers to set up each individual topic to be watched or notified themselves.

Edit to add: Actually I think the default is set to Yes, not No. It's hard to remember the default settings, as I am sure I have changed most of the settings on my boards many times.
