Hello,
You can activate the portal on your forum by going to ACP (admin panel)-->Modules-->Portal & widgets-->Portal management-->Show portal?, tick this to yes and click save. This should activate the portal on your forum.
As for activating users, can do this by going to ACP (admin panel)-->Users & Groups-->Users-->Inactive users-->New users, tick the boxes next each user you want to activate and click save. Those users should then be activated.

Is the forum news section open to visitors ? If not then the widget will be visible only to members dispite the settingsÂ

I mean the news are from what category?Â
The picture is about the widget settings but if your forum categories are closed to visitors then we cant see the widget either

administration panel > general > security and then find the option disable external links to guests in messages
