help with group/member name text and glitter/glow

i have been following this guide and it is not working.

i found a fourm and i noticed something i REALLY like, this

some of the names are glowing, sparkling and some even have butterflies hovering around them. so here is what i am asking

-i need help with the css coding to be able to get this done, trying to follow the guide and it is not working
-what do i look up to find the little glitter images online. example to find textures you look ip image vectors, what would i look up to find the glitter images or the butterflies or other things like lighting/other

You simply change the '15' to the ID of the member you want to add the effect to.

And how you find that ID is simply the number at the end of your profile URL. Like yours for example is 'u103914' or '103914' for some codes.
