Banning a user

When banning a username, IP address, and deleting a profile, but not the email, can they rejoin using the same email?

Ok thanks.
I was trying to figure out how to make it easier to catch the same person rejoining. Since anyone can create a new email and different IP's can be used, I thought if I didn't ban the email, and they were able to use that email when re joining it would be easier to check if it's the user that was banned.
I will think about this more.

Unfortunately, there is no way to prevent someone from registering in your forum if he uses different IPs or emails.
