Yes it is possible. When a moderator is on the profile page of a member he/she will see a "Ban this member"button. If this button doesn't appear for moderators go to admin panel=>General=>Configuration=>Security and look for this option "Disallow moderators to ban members" and Inactivate this option so that you allow moderators to ban members.
