Language issues in Post Titles

We have a problem with our forum.. anytime we try to create another thread, and the title is in a language other than the Forum default, it comes up as Hex code or gibberish.. every time.. it doesn't do it inside posts or anywhere else.. only the post titles. We've tried searching through the Administration panel.. but we are unable to find any way to fix it without help.. Can anyone help us? Is there a language packet we have to download or something we have to do? If so.. is there anyone that can help us? I read in the other threads and it seemed "piratexqueen" was having a problem in what I'm assuming is the same issue.. but he/she wasn't helped it seemed. Could you help us?
