Poll Button Missing

No one can create a new poll on my forum, and when I go to modify pictures the poll image or text is not there, but there is two banner links that have "Post new topic". They are both set to the same picture. But I dont know why there is 2 Post new topic inputs and no poll input.

its not the theme, theres no where to set the poll button in the admin panel, under list of pictures.

One "post new topic" button in the List of Pictures is for new PM's. There is also no icon for creating a new poll unless I'm missing something... o.0

If you create a new topic, scroll down and below the text-editor you will find the "add a poll" field that you should fill out. When you click "send", the poll is added.
