Cant allow new members! [Solved] Empty Cant allow new members! [Solved]

For me, i cant allow new users! i went to the nav link conf. and when i clicked the registration, it showed everything, but the people i could allow bar was blacked out and all i could change was the picture! how do i fix it? Fixed!
