how to make another portal

hi im all new to this stuff.

ok i want to make a another portal but not get rid of the default one and how do i set it up setting up the links im on phpbb3.0 i think so plz help me il show screenshot of what i mean this site is not mine this is default page and then when you click downloads he got another portal page
