It won't let me make members moderators!

I've followed the steps to make someone a mod in the FAQ section but when it gets to the part where you click the permissions tab theres no check boxes or whatever =/

btw it says: You can change the informations related to the users. You just have to click on the user nickname. You can also send him an email or a pm by clicking on his address.

To make member Moderators you need to add them to the group/rank.

How do you do that? =/

Admin Panel>Users & Groups>Group Administration then look for Moderator
then at the right-end click this
go down where it says Group Members
then theres a box there then add their name then save.

Rank Administartion:
Admin Panel>Users & Groups>Search users
search their name then click on this
go down to Rank Title : then adjust their rank then save.

Is there anything i have to do becuase the guy i want to be a moderator says he can't do the things moderators can do (if that makes sense)e done that but is there anything else I have to do because the person I want as

I suppose thats the only way to add member as mod as i suggested
