Need some help with 'personalized profiles'

I made a personalized profile to show the number of Black Marks each member has. The idea is that every time someone breaks a rule the Moderators will add a certain amount of Black Marks to their profile. My problem is, in the Modification section of the personalized profile, under 'Who can modify the profile field value ?' I clicked 'Moderators'. But my Moderators cannot edit the members' Black Marks. Anyone know whats up? Sorry this is poorly explained.
