Administrators have forbidden any new members.

Hi. Heres my problem.

When a new guest try to register, it says

"Administrators have forbidden any new members."

in the administration panel, i checked everything "YES"

Default automatic login status : YES

New accounts activation : USER

Allow new members : YES

Allow members to unsubscribe : YES

Allow guests to vote : YES

Go to admin panel=>General=>Forum=>Configuration and make sure both the"Forum in construction" and "Forum on holiday" are set to No.
