How do I cancel the users on my forum (except me) not able to change their usernames?

Go to: Administration panel-> Users & Groups-> Users-> Users Option-> User Settings-> Allow users to change their username: Default became "Yes" and you should select "No"

This directions are only in Advanced Mode.
If you don't know how to do it follow the easy direction bellow:

Go to Administrator Panel and then you will see two button Simple & Advanced. Click on the advanced to change it. See the picture bellow.
