If I select 'No' for this option...does that mean this person can not log onto the forum , view the forum and post? Almost like a temporay ban?

I don't know exactly which option you mean. If you post how to navigate to it, i could help. or maybe a screenshot.

Nonetheless, maybe someone else who is smarter then me can answer ^^
