No Delete Account Info to Members

Hello

i have a Problem

if i have Members there Account was Acctivated but few Days i will be "INACTIVE" it the Members become the Newsletter too i send to "MEMBERS" , but i only want send the Newsletter to "ACTIVE MEMBERS" and not to Members i have handself in Admin Pannel to "Member is Inactive"

Question 2:
if i search a member in Admin Pannel and i choose "DELETE THE USER" (Click here to delete this user; this cannot be undone.) the Member become a last EMAIL with Delete Infos , Where can i stop the Message, because DELETE without a Message !
