Do you mean ~ How do you create a Sticky topic or Announcement?

When you create a topic on the forum , scroll down under the reply box there should be an Options bar with a "+" sign and the end of it. Click on the + icon and it will open a drop down menu where you can assign the topic for Stickies or Announcements

I don't unterstant , why i should edit the topic?
I don't speak very good english....

I know for Sticky and Announcement topic....
But I want the theard to occur within a context such as the picture above..
