Can you change a users IP address?

Can you cause i'm trying to ban someone on my forum and he has the same IP and one of my mods(and no there not the same). Can an administrator change someone's IP address?

Sorry, but it is literally impossible to change someone's IP, let alone being illegal. The IP address is the location to where that specific computer is located. There's no changing that. Also, no IP addresses in the world are the same. It has to be your mod.

You can change your ip using proxty. But its very hard to change your IP on your computer. You might want to get rid of your mod since it sounds like he is messing with your forum.

Thats not true. While I was running another site, I noticed 2 different people had exactly the same IP. As I knew one of them personally I knew they were not both people. However they had the same Internet Provider - AOL - After a bit of research I found that sometimes an Internet Provider will bunch people together through a proxy server giving them the same IP number.

Well i dont want to ban my mod cuz he's one of my most active users, and a good friend.
besides the hacker guy is gone, I really just wanted to know if u could change an IP address.
