How do you put warning bars like the ones on here?

Go to Admin Panel > Users & Groups > Profiles > Create a personalized profile > An image among a list of preset images > Fill name and desciption > Add the images you want as warning bars > Pick who should be able to modify the bar (Admin/Mod) and how the preview shall be > Save
