page scroll bar issue Empty page scroll bar issue

hello there,

I happen to have odd issue with page scroll bar. on admin>Display>navagation the score bar set to be on right, indeed it does show on right but that only shows for admin account. If some one make an acount.. the page scroll bar shows on the left side of the page. I be thank ful for any help
please note i have set defualt language into farsi
