Background problem

I try to upload a background for my forum, but it doesn't work! Help please? I've made a new forum and moved my other forum there, but it still doesn't work! Help?

Check out here;
Admin Panel => Display => Pictures and Colors => Pics Management (Advanced Mode)
Check if the "Background fixed" is pressed

Otherwise, check in your CSS if there's anything
Admin Panel => Display => Pictures and Colors => Colors => CSS Stylesheet

Here is what it says :

}

.forumline

border-width: 1px;
}

As I thought; you need to remove all of that
