Its all around this site. What does it mean?

Doesn't the [ONLY TOPIC] say it all?
Thats the only topic with that subject... Users aren't allowed to make new ones with the same subject (example: Members Introduction, thats the only topic where members introduce to the forum, they aren't allowed to do so anywhere else)
And yes Doctor Inferno this topic needs locking
