Difference between read a topic and open a topic in permissions? And question about member attachments

Difference between read a topic and open a topic in permissions? And question about member attachments
On the Admin Panel > General > Forum > Categories and forums
I'm working on permissions now in Forum Permissions Control and selecting options for members.
I understand 'read a topic' option in the first section, along with 'Edit its own messages'.
But how is this different in the 2nd section from 'open a topic' (in between vote and create-a-poll. If I tick on open a topic would this be the same as editing it?
In the permissions section, there is also the Attachment box option for who can create or download these. If I allow members to do this, will it take up my storage space?

Open Topic - create/start a topic.
