User Confirmation Issue

I had a user that created an account but the system never sent him and confirmation email. So when I did it manually it said user name already exist. how do i ither delete it and start over or confirm it for him so he can log in...

If it said username already exist, he probably activated his account. Ask him to log in.
Also, go to users & groups>Inactive users
Activate the user then if his username is present there.
