Problem with return of banned members, please help?

Hi, I'm administrator of http://ptice-birds.your-board.com/

and I have problem, because some members that were doing conflict and spoke evil langunage on nationality base, are banned.

That is not problem, but this is: they are coming with different/new e-mails, creating new usernames, and first few messages are terrible, until I or Moderators come, delete and ban.

I have turn on function to activate new member with my control via e-mail, but I don't know by their e-mail adresses who is who..

So I would like to ask:

1. Is there option, to see IP adress of new member before I let him go on forum?
And compare it with old IP adresses recorded on forum?

2. Is there a option for new incoming member, that he must write first welcome message, on special place what I decide, and then he can write on entire forum.

I have those problems, can you help me with advice please?

Do you mean an IP Ban?
Just look at the IP of the person infringing the rights
and then ban their IP

If they are using proxies.... then i dont know

IP Ban is in the admin panel
Under users I think

1. Not Possible.
2. You can make a forum only for guest.

To ban their IP address, Navigate to Users & Groups>> Users>> Ban Control>> Ban one or more IP addresses or hostnames>> Enter their IP and hit Save.
