Here's a tutorial about permissions :

Admin Pannel > Forum > Click on the forum's name

Just put everything on "members"
Repeat this for every forum.

Am I able to make ashoutbox ?

Of course, simply go to :
Admin Pannel > General > Chatbox

And configure it

Thanks and one more question:
How can i change banner?

To change the banner:

Admin panel >> Styles Admin >> logo's and pictures

Then just enter the URL of your hosted image in the top box.

Remember to save the settings!
