How can i insert language in my forum?

Friest sorry for what happened from me so i hope u can for give me
i have free forum i want to insert language but i do not know how can ?!
the language is arabic and when i made the forum the fourm give me choise the language and i want Arabic language with the english one i have site give me arabic files for the forums http://www.phpbb.com/downloads.php
the language files is http://www.phpbb.com/files/releases/language_packs/lang_arabic.zip and http://www.phpbb.com/files/releases/language_packs/lang_arabic.tar.gz

The only way is to have people translate Editboard from French (its mother tongue) to Arabic... Currently, we have 2 or 3 French Arabian people who are interested and we are waiting for an answer from the technical admins to know if it's possible.
