I am currently designing homepage for my forum..
I need to know the size..
can anyone tell me whats the perfect size..

A perfect size depends on your theme and personal preference. imo
Wide-Short Banners (that don't take up a lot of real estate) look nice.
800 to 900 X 300 banners work good without pushing your forum to the side
and you don't have to scroll down a lot to see content with each page change.
Creating pages on a 1024 X 768 screen is a good place to start.
An 800 X 150 Banner with 575 X 430 Widget Pic works good here:

For the banner, I suggest to not exceed 760 for its width. We still have 800*600 screen resolution users, and with the netbooks such as the EeePC, there is a new wave of 800px-wide screens.
Its height should not exceed 150px (1/3 of the visible part of the page), because when the visitor arrives, he should not have to scroll a lot before reaching the first sections. Ideally, he should see the first section without having to scroll at all.
For the background, it depends of the background type.
- Mosaic-type : Any size, as long as you don't have a visible boundary between each repetition
- Gradient, like on this support forum : the width doesn't matter, but make it repeat only horizontally, and make sure the background color that is behind the pic is the same color as the gradient's end.
- Column-style, like in my Smilemotion Blue skin : If there is no pattern, the height doesn't matter. If there's a pattern, make sure there is no boundary problem between each repetition. For the height, make it at least 1000px wide, and make the background color be the same color as the ends. And for this type of background, it's important to center it and to make it repeat only vertically, for a better result.
- One big wallpaper : For wallpapers who aren't repeated, make them at least 1280*1024 (or even 1600*1200), in order to fit with high resolutions, and center it horizontally, and align it to top.
