The Sticky feature

I wanted to make a "sticky" topic today, but couldnt find the feature. I've used it before, so where did it go? lol

Is there a + sign or something on the right or somewhere? You need to click that.

Also, a screenshot of what you see while posting the message would be helpful.

Yes, I just looked again before posting you the screenshot and saw the + sign, lol. The "options" were hidden! Anyway, here was the screenshot.. if its even large enough.... problem solved though.. Thanks
