Add Topic Name Also reducing the character limit

How do i add the topic name ?


Also i have ppl complaining that the topic ten character limit is annoying
and i want to mkae it to Five Characters instead

Go to the Admin Panel ==> Display ==> Structure and hierarchy, and go to the bottom and Click "Yes" on: Show the last topic titles on index.
