Solved Members Can't See User Groups Button

Members of my forum can't see the button for usergroups. I see it, but if I log out, then in as a "regular" user, I can't see the button. The permissions are set so "all" can see it.

Admin Panel>>User & Groups tab Under Special rights>>Special rights>>Usergroups for Guest>>Save
