Need help with registering Empty Need help with registering

i have made a forum and people want to join but it says Administrators have forbidden any new members. iv checked on users & groups>users option and where it says Allow new members :i put that on yes but it still doesnt allow people to join.
can you please help

Resync your forum and have the guests clear their cache and/or cookies.
