Inability to upload avatars Empty Inability to upload avatars

I was checking my forum this morning, and noticed that all the avatars that were uploaded (not taken from links) had been replaced by a red X. So I went to upload MINE again before I could do anyone else's.

Thing is, the 'Upload' function is gone.

Could someone tell me why it's not there anymore, and how to get it back?
