For My Forum Header Empty For My Forum Header

I can't draw any graphic.
Can I request a header for my forum?

I want the following facts.

Main Text : Myanmar IT Resource
Color : Green
Background : Transparent
Effect : I want many light (or) other effect
Font Style : All Cool Fonts can use.

I also want logo for my forum. but it is optional.

Please help.
I have no idea to draw it...
