Is there anyway to make/compile these?

you can go to your ACP an Export/save the preloaded one or a theme you moded.

I want to know what program edits a .bbtheme file ?

I want to know how i can convert from phpbb skins into a .bbtheme file.

My phpbb skins includes files:

.tpl
.html
.css
.gif

It's not possible to convert a phpbb skin into a .bbtheme file.

Firstly, we can't edit the .tpl files on forumotion.

Secondly, the one and only way to create a .bbtheme file is to install a style manually and use the Export feature (usefull when you test a design on a test board before you put it on the destination board). The .bbtheme format saves the URLs of the pictures from where they are hosted. For example, my pics are hosted on my photobucket album. I export my skin and then, I import on another board. The pics will stay hosted on my photobucket album. Because of this fact, styles makers don't use this format to spread their skins, because they mostly use their personal Web space and they don't want their bandwidth to be uselessly drained.
