    how I can Pm send to all users from the forum,and no from admin panel?

    Unless all of them are in a group you can't do it besides the admin panel.

    YOu can set up a group that has a post limit of one so you can send a PM to all. Check this topic https://help.forumotion.com/tricks-tips-f32/auto-subscribe-to-groups-t57913.htm
