Hey, I'm trying to create a border around my forum that looks like IMAGE, but every code I seem to try fails and i have no idea why.

Is it even possible to change the borders into images?
Is CSS3 not compatible?

I hope someone can shed some light on this, My forum would love this border implemented as its a strong part of a theme for the community that's nearly at 100 members and growing.
