Is it possible to add emoticons staff only can use them

Is it possible to do this to add emoticons that only the staff can see them and use but not the members.

for Example I want to add something like this
and only [ Administrators ] [ Moderators ] [ Helper ] [ Graphic Designers ] can see and use them. But not members

If that is possible please tell me how to do it
