How do i make a certain user get admin permissions

how do i select a user to be able to access my admin panel and controls.

You can do that by going to Admin Panel => Users & Groups => Groups click on 'Group Administration' then edit the Administrators with the Crown Add Member: Find a username put the username you wish to make admin and Select and hit Add Member, then he will be able to access to admin panel.
