Not able to view User Permissions or Ranks in Admin Panel

hi guyz!!

Well i need help...

I m the Admin of my forum[working on phpBB3] which i juz created today but i m happy with phpBB2 forum[as no probs there]......I love this new phpBB3 even i m the main Admin but still i m not able to view many features there:

1. not able to see Topic Icon while posting new topic.
2. Admin Panel:
1. Not able to see Permissions[both user n forum]
2. Not able to set Ranks.
3. Not able to make Moderators, well i can only assign Admin ranks to user.

Well why so many options r disabled even for the main Admin .........well hope someone can help me.

To answer to your question : You don't see them because you are on the simple parameters.
If you are using the new version with the tabs, look in the top-right corner, there a "Advanced parameters" link. Click on it and you will see them.
If you are using the old version with the frames, click on the yellow arrow at the bottom of the menu.
