To do this you'd need to into the HTML templates.

This would be possible through the templates of PunBB via modern editing and it wouldn't be immediately be able the Quick reply bot, it would be a bout 5 centimeters above it.

Well here is a few places you can have it.
Remember you can add color text,scrolling images banners adds, basically anything you would want.I would have to see your quick reply box and your template to see what would best fit for you skin..But remember you can only do this with phpbb2 or punnbb versions.
