why did notice appear !!?

I read term of service ! I don't know i did wrong !!?? Tell me why ??

My forum work two year !! 99% is Vietnamese user !!
My forum didn't welcome or promote warez, piracy, hacking, cracking, spamming, attacks against networks or servers, pornography, racial hatred, crimes against humanity, inappropriate activities on the servers, or any other actions which violate any applicable laws etc....
In fact they don't know !!
Sorry for my english because i'm a vietnamese !!
