Validating Members Group

If this isn't already possible, I'd like to present a suggestion. As you know when you start a ForuMotion forum, you're set with 2 default groups, Administrators and Moderators. What I propose is a default, but optional usergroup along with these two is a Validating Members group. If activated, it would allow a trial period for every user who registers, wherein they can only reply, view, read, etc., certain forums and categories. The minimum auto-subscribe would be 0 posts, and I suppose, though I'm not sure, the admin could set a post amount where the user could be judged for approval or denied access to the full forum, i.e; 20 posts, etc., The point of this suggestion, is because, at my site recurring user's create so many alternate accounts using proxies, even IP banning is an effective deterrent. I think a system wherein a user could prove themselves with a trial period would be greatly appreciated, and could be used as an effective anti-spammmer/troller net, so, I may not have explained this very well, but I wanted to submit this suggestion some time, so what do you think?
