anouncement or sticky

hi I got a phpbb forum 1 day ago
what i don't know is how to make a topic sticky or anouncement.
I am moderator and admin, I know how to close , marge , edit...... and so on.

A phpbb forum... Well most of us have editboard's phpbb forums, and i'd think that they're the same so I'll be glad to help, there should be a section under where you post (above the send button that says options, and a + sign in the right side of it, click it and select the option anouncement or sticky.

If that isn't the case tell me so.

and no there is no such "+" sign.And how should i set the permision to make a topic stycky?It is set for moderators but i am bought admin and mod maby that's why it doesn't work?
