Scrolling Information Bar On My Portal?

I've seen this done on other forums, but I don't know how to do it. On my forum's portal, I want a bar that has text scrolling to the left that I can edit. I'd also like to know if it's possible to have this on all my pages.. like the index, profile, etc.

admin panel>general>announcements> It can be displayed on all pages..have any trouble I'm here to help
