how do you up grade your board and do you lose all your topics and do your members have to regoin

You mean to phpBB 3? If that's what you mean, then you don't lose any of your topics or threads.
Styles --> Choose your Style --> Change Version

Whats the difference between phpbb 2 and phpbb 3? The 3 seems to have less cool skins why? And is it more advanceed or something?

I don't know. I've never had mine at phpBB 3 yet
EDIT: Okay, you know the Categorys? Well there isn't any in the phpBB 3 version. It's just all forums. But I really like the skins. If you want more info on it, go:
Admin Panel --> Updates & New Features

It does, you just have to enable them. Admin Panel > Configuration > Hierarchy: None
