Recent Topics and Announcement not animating Empty Recent Topics and Announcement not animating

Neither one is animating...any ideas why? The Recent Topics looks atrocious because of the overly large text size that I can't fix. It was much smaller when it was animated which is how I liked it. The Announcements not animating isn't as big of a problem but it would be great if someone knew how to fix that too.
