How to put nav bar together with the banner

How do I put nav bar together with the banner Like this. Please some one help!

Some pictures, some template editing, some CSS and it is cooked.

It's very hard to do without template editing.

I done something like this but on punbb version.

without editing the templates you can hide you nav bar and banner and do it manualy by adding a module up there and either making that module into a table with the big picture on top and buttons on bottom or use imagemaping
