Change opacity of "this white background"?

How can I change the opacity of the white part of my forum, so that you can see the background of buildings through the white? A command with percent would be nice.

can not change the opacity of the white Backround .. but can to change your backround from go to .
Administration Panel > Dispaly > Pics management > Advanced Mode > and Background picture (page) : but Url backround .

Well, "background picture (page)" is the background with the buildings. I only want to change the white background. Ideas?
